Biography

Mr. Sampson, an AV rated Preeminent Attorney by Martindale-Hubbell, has over twenty-five years of experience handling matters involving complex civil litigation, white collar crime, and government regulation. His practice has included all aspects of litigation in state and federal courts throughout the country, before Maryland administrative agencies, and in various alternative dispute resolution tribunals. Mr. Sampson also routinely litigates claims involving issues of insurance coverage, bad faith, and fraud, and regularly litigates business and commercial disputes involving consumer protection, fiduciary duties, shareholder rights, and employment agreements.

Previously, as an Assistant Attorney General and Deputy Counsel, Mr. Sampson represented Maryland’s interests in qui tam “whistleblower” litigation in federal courts concerning durable medical equipment, fraudulent billing practices, illegal kickbacks, and off-label marketing. He also pioneered failure of care cases in Maryland under the False Health Claims Act.

Upon graduation from law school with honors, Mr. Sampson served as a judicial law clerk for the Honorable James T. Smith, Jr. in the Circuit Court of Maryland for Baltimore County.

Beyond the practice of law, Adam has held various leadership positions to serve the legal profession and his community including President of the Baltimore County Bar Association, Chairman of the Baltimore County Bar Foundation, Inc., and Member of the Attorney Grievance Commission Peer Review Panel. He currently serves on the Maryland State Bar Association Lawyers’ Assistance Program Committee and the Maryland Defense Counsel Legislative Committee.

He has also worked on numerous political campaigns and served by appointment on various government boards, including the Baltimore County Board of Appeals and Baltimore County Planning Board.

In recent years, Mr. Sampson has been recognized by his peers for professional and personal accomplishments through invitation to membership in the International Association of Defense Counsel, Federation of Corporate & Defense Counsel, and Claims Litigation Management Alliance.
